Is priority mail (USPS) always scanned when refused or returned to sender?

Is priority mail that is refused always scanned (flat rate priority envelopes). Please provide links if possible.

Update:

Someone at the post office said it's very possible for trackable priority enveloped not to be scanned when being returned. Was she wrong?

    Only if it has a scannable tracking number. Pre-paid shipping labels include a barcode, but I see flat rate envelopes that have been hand-addressed that have no tracking number.

    yes it is scanned coming to or from.

    it will show in the tracking number if it was delivered then returned in a few days.
