Turning 21 in New York City?

My birthday is just 3 weeks away, i will be turning 21.

I'm traveling through New York for the next couple of weeks and am looking for a place to get a drink to celebrate

conditions...

something reasonably priced

small (i'm not big into clubs and dancing)

preferably in the upper west side (where i'm staying, but i can travel)

some place friendly

i did some traveling in europe and had no problem finding quaint little bars to meet locals and other travelers, but the culture is so different in New York that it's harder to find. I can't really expect the same experience but there are thousands of fliers and ads everywhere for places that are either too high class or look sketchy, i'm just looking for some place quiet worth having a drink in.

any recommendations would be greatly appreciated.
