No, it's a territory of the UK, though most people there can (and do) speak Spanish, which is funny, because the British notoriously mispronounce anything that is not English. ("Como esta Usted?" used by British people sounds more like "Kewmew estar Yousted")

Geographically, Gibraltar is part of the Iberian Peninsula, as are Spain and Portugal. Legally it is a possession of the UK, and strongly desires to remain so, if referendums over the last five decades since 1967 are any indication.
It also voted very strongly (about 90%) for the UK to remain in the EU in the Brexit referendum of 2016.
