Should or could this be taken as a threat?

nothing about. Your mom will pay for what she did. Period. She is a
mad woman. She is dangerous. And the lot of you are thieves. You will
pay for your crimes. For your thefts. And for your abuse. And for your
bullying. The situation is changing. Get used to it. I fighting back.
I haven't stolen anything. My grandmother gave my brother a loan and he didn't get a loan so now he's resorting to threats. I think he could come after me or my mom.

Well, it all depends on what you and your mom did. If it is a threat for getting you back for "bullying him" maybe you shouldn't call the police. However, if he is a psycho and just saying that, call the police

I wouldn't be alone with him, he sounds mad. I would take it as a threat.
You might talk to the police, that is, if you're not thieves.
