how did they cook dried chili peppers?

there is one cheesestake take out i often went they have this "chili peppers" i really loved.

they are not spicy just mild, anyone can take several bites from and still feeling fine.

they are darken black & crunchy, i think it's toasted somehow. i could not find these peppers at the large market like "shop rite/acme".

i guessed i could purchase red chili peppers but i could not figure out how this was done?

i done several experiment but my chilis turns out really spicy

    I'm wondering what kind of chili pepper you're looking for. With most chilis, such as anaheim, or poblamo, you usually hold them over a fire until they are blistered, then put them in a paperbag to sweat their skin off. Chop or slice and serve. Some dried chili peppers can be re-constituted in water or another kind of liquid (broth, booze, etc) and some are simply chopped and added to whatever they are going to be served in. You might want to check and see if the chili's you were looking for are in an adobo sauce. These are ususally dried jalapenos. You might also be thinking about red bell peppers, which you can also blister and remove the skins. The tasete awesome, aren't spicy, a little sweet and pretty good on a cheesesteak. Good luck!
