How does first class mail travel or move? What decides if it goes by airplane or truck?

I sent a letter first class mail USPS and added certified mail from Atlanta,GA to San Diego,CA. I sent it on July 17 and he should have received it July 20 but he hasn't! The tracking and the receipt says expected delivery July 20. Someone at the post office said it would be sent by truck and it could take 2 weeks. I always understood first class mail to sent by air plane when going further than 600 miles. What is the truth?

The truth is that it is an Expected Date, not a GUARANTEED Date.

Also, a 44 cent letter isn't going to travel by plane, it just gets higher priority on the ground.

how about 10,000 letters times 44 cents. Now does it fly?
