1993 Honda Civic LX Speedometer Not Registering Properly? (READ BELOW)?

My 1993 Civic has 159k miles on it, automatic... Within the last month I've replaced the spark plugs, main relay, fuel pump (with fuel pump filter), fuel filter and just this last week replaced the ECU/computer. The ECU was bad for a while (tons of bad spots on it) but then it started sounding rough at dead stops. When I accelerate, the speedometer isn't increasing until the RPM's hit about 1500 and THEN it finally kicks in. The speedometer is off by about 10mph (when I go to slow down it registers that I'm going about 20mph when I'm really going about 10). Just got back from the store and installed a BRAND NEW VSS (vehicle speed sensor) which is on top of the tranny. Took it for a whirl around the block, same thing, nothing changed. The distributor was replaced within the last 2 years, new plug wires, lots of new stuff on the car and the speedometer was working PERFECTLY until the ECU was replaced... I'm hoping I can return the new VSS since the old one was ok... HELP!! Thanks!

Update:

Oops, I did a typo! Replaced the OLD ECU (that had tons of bad spots on it) which prevented the car from starting. The NEW (used) ECU starts up perfectly, but sounds rough and chokey at dead stops. On top of that I have the speedometer issue. When the ECU was replaced nothing was touched under the hood so not sure what could've gone bad...

Update 2:

Had a Honda tech replace the ECU. Battery is charged at 75% so it's not that... I, personally, replaced the VSS perfectly (nothing to it), nothing broke or anything so not that. As a female it's hard to find a shop that won't bend you over and try to sell you crap you don't need which is why I'd like to fix the problem myself if possible.

Update 3:

No CEL light on or anything like that. Temp gauge and rpm gauge function as they should. Speedometer is being sluggish and doesn't want to work until about 5-10mph and when rpm gauge goes to 1500.
