Hp laptop won't boot from dvd drive. Why? Is there another way?

I replaced the defective hard drive. Now I want to install the OS on the new hard drive but when i set the bios to boot from cd/dvd drive (which has the OS) it goes right to the hard drive all the time. I even made the cd/dvd drive first in boot order. I also pressed ESC to change boot order too but the laptop never seems to boot from cd/dvd drive.

    First a laptop with a installed optical CD/DVD drive is set to boot from the drive not from the USB port(s) so this does not have to be manually changed in the BIOS. Always post the complete model number and operating system as well as brand when asking a question.

    Insert CD into the optical drive turn off the laptop then power it back on and press any key and the install should start loading.
