Should i return the dog or what?

I saw a poster about a dog went missing on 2nd march and the reward is about 350usd.On 18th march i found the dog wondering around and i called the owner.He came and took it home without giving me a single dollar as a reward.The dog is a silky terrior about 1 years old.When i bring it home,my family members like that dog very much and we even plan to keep it.However we decided to return to its owner.The next day,i heard that that was the second time the dog run away from its owner.The first time is on 2nd march and the second time is when i found him.I heard that the owner also didn't reward the one who found the dog on 2nd march,which means that the reward thingy is just a scam.After two days,i walk around his house and found the dog outside of his compound which means that the dog run away again.From what i saw,he has another shih tzu but it's locked in his compound.I quickly took the dog home and i found out that the dog is not well taken care of,Only after 2 days,the dog is dirty and i think it hurt it's leg,so i decided to take care of the dog and not returning it to the owner.And then after two days,i went for my daily walk and i saw the wife of the owner pushing a baby cart while walking that shih tzu.I saw that the shih tzu is very dirty.So,i wanted to do the same by stealing the shih tzu and take care of it.should i return the dog i found or just keep it and steal the shih tzu too?

I already warned the owner to take good care of the dog.And by the way,the dog don't have any tag and i found the dog by the road side,so,it's is legally a stray dog.

In my country,the police don't really care about stolen or missing or abused animal.It's usually only the NGOs who cares about the animals and not much that they can do about these animal because they don't have the power to take action against the owners or help the dog.The authorities and gov don't care about animals.

You're doing a bad thing, stealing, but with good intentions!! Personnally, I love animals, and I can't stand thinking about the horrid disgusting people who try to abandon, to abuse, or not take care of their pets!! I believe you're doing a good thing!! Steal the shih tzu aswell and keep them both!! Treat and care for them nicely I'm begging you!!

You need to do the right thing her and give the dog back, you do not own the dog and even though the owner never paid you, you still do not have the right to keep someone else's dog.

The right thing here is returning the dog.  Now  yo u can tell the owner how you feel and what you may do if you find the dog again but you can never take someone Else's dog with out owning the dog.

Even if the person doesn't take care of the dog, the proper thing here is to seek help from your local police and explain the situation to them and ask for their advice.  
If you take the dog no matter what it is still considered stealing and you will be the one who gets hurt not the owner no matter how irresponsible they are to the dog.

So talk to the owner and express your input on the dog and may be they may surrender the dog to you knowing you will care for the pet.

But never ever steal a dog that is not yours.....serious consequences could occur.

If you may have papers and what no longer that state that you simply paid that rate and they passed over the puppy in your boyfriend with their signature. Than you may have each correct to get that puppy again. But if there is not any records or papers mentioning that the puppy is yours and no signatures that verify the puppy was once passed over to you, than i consider they've the correct to preserve the puppy due to the fact that it's theirs and you don't have any evidence of acquire or something. They'll generally wait till your boyfriend comes out of the health facility earlier than they deliver the puppy again due to the fact that they'll see it as they gave the puppy to HIM than he gave it to you. But like i stated you probably have the papers that state a "Change of Ownership" and that records has a signature out of your boyfriends Aunty or whoever, than that puppy is yours. No signature, no difference of possession report (even hand written) they puppy isnt classed as yours so far as the regulation is worried. Don't give them the dog back. But be sure to take it to the vet to see if it's updated on shots and vaccinations. They'll help clean it up too.
