1066mhz vs 1866mhz ddr3 laptop ram (can i use this?)?
my laptop manufacture recommend 1066mhz ddr3, but can anyone tells me if an intel i3 can handle 1866mhz ram???.

Your mobo determines more whether you can run a certain type of ram and more so the i3 is a big family of processors. A specific model number would be a lot more helpful.
I would say no though. an i3 in general, especially one paired with a mobo that suggests 1066 ram) wouldn't take advantage of 1866 ram... not much would take advantage of 1866 ram. The only people who really use this are programmers/nutsoverclockers/heavy video/photo editors. And you will not be able to do these things with just an i3 that recommends 1066mhz ram. I would suggest 1333 mhz.
Depending on what you are using it for though faster memory clocks won't help THAT much.
