for the life of me i can't remember the name of this song and i'm too lazy to listen through a lot of songs to find it.

in the song he sings quietly most of the time but at some points he says loudly something that sounds like  woah! woah woah! woah woah woah!

I don't know, Kurt said "woah" in a lot of his songs. Can't you try remember any of the lyrics?. I think maybe it's "You Know You're Right" :/.

It could be 'Lithium'. Try that. He sings/shouts 'Yeah!' on the chorus, and for the rest he's quiet.
It could also be 'Heart Shaped Box'. But I don't remember any other songs where he does that.
