Check engine light not flashing trouble codes?

I have a 1995 Caprice wagon. I plugged a jumper wire to terminals A and B in the ALDL and turned the ignition to the on position but the check engine light would not flash any codes. It just stayed on. I heard the cooling fan kick on and when I pulled the wire out, both the fan and the check engine light went off. Any mechanics out there know why? Would an expensive scan tool pull the codes? It should, at the very least flash a code 12 but I get nothing.

Update:

It's not OBDll. It;'s a 1995. OBDll was 1996 and later on that model. There is a big difference in the plug.

Update 2:

It has square edges Jesse. It's not a low battery. It's not in the wrong place...duh. Please don't answer just to get 2 points. I'm looking for answers from people who know what they're talking about.

    That's for OBD 1 .. what your car has is OBD 2

    you cannot get codes that way, what you need is a scanner to retrieve the code.

    You can go to any major auto parts store and they will retrieve the code for free because they want you to buy the part from them, DON'T

    It's not always a failed component.

    Get the code and post it, and maybe one of us can help you once we have the code....

    OK ... Does the ALDL connector have square or rounded edges ? (square is obd1 rounded obd2)

    you are correct, it is NOT obdII. If you can't pull the codes, Auto Zone will do it for free, so you don't have to purchase the tool.
