why aren't most red lights under 30 seconds?

Because not all pedestrians can cross the street in 30 seconds.

It’s a govern conspiracy to torture all 

drivers who are in a hurry. 

Because its a red light not a television commercial.

Because the traffic on the crossing street may need more time than that.
