Why do people on seller websites make lowball offers and say in CASH?

As if CASH in capital letters negates the fact that they just made an offer insulting to lowball offers. 

What else would these people pay in? Would they offer full asking price if someone took carrots or goats as currency?

    If they pay in cash, you don’t have to report it. So it’s extra money that you don’t have to pay the IRS.
