My goldfish is laying at the bottom and one is at the top, any help?

Also it would have been a good idea to have the water tested before

putting the fish in the tank. I hope you added chlorine drops remover in

the tank before putting the fish in.

Sounds like ammonia poisoning. I’d do a water change adding an air stone would be helpful but only after ammonia is reduced. Adding easy start bacteria is the way to go in the future

I'm not sure what circulating the tank water does?  When you add tap water and if it's city water, you need to add a dechlorinator to the water.  You also needed to use beneficial bacteria to cycle your new tank.  You can find out how to instant cycle a fish tank on YouTube.  

They are stressed.  Should have circulated a few more days. Add more air stones than required for that size tank.  Feed them. 

add a little salt if it's not too late. I did that once when it happened after a bowl cleaning. I was a little kid but something told me to add a little salt, and it worked!
