Should governments be using their tax and benefit systems to discourage having more than two children .?

The world's population is out of control and global warming and loss of environment is the result .

Do governments need ,at least , to actively discourage people having more than two children through their tax and benefits systems

There should be no child support from Tax Payers.

If you chose to have children, pay for them, don't expect me to fund your Family.

The world’s population is not out of control, the entire world population can fit within Texas, the problem has always been 0.001% of the world’s population taking 99% of its resources.

At the very least it should stop discriminating against people who don’t have kids. The only way to get welfare here is to have a bunch of kids.
