Could anyone paraphrase this?

The IOCTA said the Unite States has seen more damage from ramsomsoftware than the European Union, but that could change as cybercrime "evolves."

Could anyone please explain to me the meaning of this sentence in as plain English as possible?

    ransomware is a type of cybercrime where the computer is taken over by an outside source and the owner is locked out.  To get it unlocked, they are asked to pay some money, a ransom.  Apparently it is a bigger problem in the US than in the EU, according to that sentence.  However, this could change, because things do usually change over time (evolve) and that evolution could end up with the EU facing the problem a lot more than the US..

    Ransomware is a type of malware from cryptovirology that threatens to publish the victim's data or perpetually block access to it unless a ransom is paid. 

    Apparently, according to this, the European Union has better internet security than the US, so this basically is saying that cyber criminals are always trying to make their ransomware better, so that it will attack more IP addresses, and if they can do it they are going to try to break through the security walls that the EU has in place and start attacking those countries.
