    You deny liability. This shifts the burden of proof to the taxing agency.

    Prove it to who? If you purchased something, in a Sales Tax state, then you pay the Sales Tax.

    Are you buying a thing and want to prove this to the seller, or selling things and want to prove to the sales tax collection agency that you do not owe sales tax?

    In either case find the local sales tax laws, or get a lawyer to help you, and write a letter explaining why you are exempt.

    if you are making a purchase in a state that has a sales tax, then you owe sales tax. There are exceptions, but you need documentation to be in that group.
