    First, you mean "affect." Second, there have been forms of paper in various cultures at various times. It's not like the printing press, where there was no such thing, and then someone invented it. Please tell me this is not how your teacher asked this question.

    Edit: Egyptians had papyrus. The Chinese had paper first. In Europe, they were using vellum, which was sheep skin. There was not one day when paper was invented. Some people are missing the point, including the person asking the question.

    Do you mean the Chinese invention, or papyrus, or other forms of flexible writing surfaces that could be characterized as paper even though they technically aren't?

    These inventions occurred in different places. They would have affected anyone who had reason to write something down, to keep records, which is how writing developed in the first place: to keep records. Eventually, however, such people, who were the educated people in any given culture, would have realized that you could do more with these writing surfaces: send letters, write books, both fiction and non-fiction, create beautiful religious texts, and so forth.

    Paper as we know it began to be produced in Europe around the time Gutenburg developed the printing press. Previous writing materials: papyrus, parchment, Chinese mulberry paper, couldn't be produced in the volume that was called for by printing presses. The latter wouldn't have been nearly as important if it had been limited to printing on parchment.

    To "effect" something means to make it come into being. The only thing that can "effect" a human being is two other human beings playing what is technically and scientifically known as "honk-the-donkey" or "humpity-hump."
