Which is proper English?
The high speed broadband is slow. or The high speed broadband is low?
But then again, the word speed contradicts when used to describe with the word slow. Instead low makes sense as it describes that the broadband speed is low . Stand corrected.
We don't say ; Slow speed do we? We say low speed !

You can use either term, low or slow, to describe a speed.
Speed just shows that something is moving, and the rate that it's moving at could be low or slow, in the same way that it could be high or fast.
In the context of your question, it would be more usual to use the term slow, rather than low, since 'high speed' is a description of the broadband connection that suggests that it should be fast.
