Can you get your IP address changed without changing your ISP ?

I have tried some ways to change it that were recommended, none of them worked

    If you are connected to the modem (plugged in) and not using a router, do the following:

    Start, Run, type in cmd and press okay. Type ipconfig /release and press enter. Then type ipconfig /renew and press enter. Check and see if it changed your IP address.

    You can also go Start, Run, type in cmd and press okay. Type ipconfig /release and press enter. Shut down your computer. Turn off your modem, router, and anything else connected to the computer. Leave it off over night and turn it back on in the morning. Your IP address should be changed.

    If you are using a router, login to your router's console by typing http://192.168.1.1/ in the Internet web address bar. Press search, go, or enter. Follow the instructions on screen to release your IP address. Turn off your router, modem, and computer. Leave it off overnight. Turn everything back on.
