There is this "removable" caulk that is pretty good if you are going to have to open the windows one day. You need a caulk gun, which you can often get for three bucks.

Otherwise get regular caulk if you want to permanently seal them. Seal them from the outside if possible because it keeps out wind, rain, dust and bugs.

Yes you can. But you may wish to use a removable product. They make a removable caulk that is clear. I believe it is called "Seal and Peal". You put it on just like permanent caulk but it comes off easily.

You can also use permanent caulk but it will be much more difficult to remove and will leave a residue when you scrape it off. If you are sure you are going to be replacing the windows then a permanent caulk would be OK because you will be removing the entire window frame and all during the replacement process.

FYI They sell replacement storm windows at the big box stores for about $30.00 a window (give or take a few dollars for sale price and window size). You will need to caulk and screw them in when you install them. Some people leave out the caulk, a big mistake.

Any thick material will help. Some curtains are lined with another fabic. Those can help but the cool air will still come in the window and seep out around the curtain. Seal off the window with a plastic film available at most hardware stores. You cut a piece the size of the window, then use a heat source (like a blowdryer) to seal the edges to the window. It is fairly simple to remove once the weather warms up. You could also just cover the whole window-- frame and all --with clear plastic wrap (like Saran Wrap) sealing the sides with tape. Then just hang your curtain in front of the plastic. Cheap and quick, but it still lets the light in.
