I assume the stump was ground into your yard by machine.

The wood chips are going to take a lot of nitrogen as they slowly decompose. Grass needs nitrogen so it's not a good idea right now.

If you want to avoid the expense of removing a foot or so of chips/dirt and replacing it with good soil you should liberally fertilize the area with a nitrogen heavy fertilizer e.g. 20-5-5; a slow release lawn fertilizer would be a good choice. Use a lot (3-4 times recommended coverage) and work it in deeply.

Keep it fertilized and plant some annuals for a season or two. The area will settle a lot. Level it off and then plant grass.

Chester field is right. The decaying chips will rob all of the nitrogen from the soil you cover them with and grass won't even grow. Plus, if the hole is very deep it will settle A LOT, not a little, as the chips decay. If you are determined to grow grass immediately your only option is to remove the chips and refill the hole with soil. If you have access to some rock or rock debris partially fill the hole with that and top it off with a few inches of topsoil.

Buy some top soil to put in the hole with the wood chips. Eventually the wood chips will decay and you'll have nice rich soil. You can plant grass seed now on the soil. If the wood chips are mounded up, you can remove some of them to use as mulch around other plants.

    You will also grow mushrooms.
