I would like to get information on the best budgeted video camera for personal use and also fo small business

Go with a Canon XL2 they are great. If you're lucky you can find them online for about $1000. If your not looking to spend that much then any Canon is good. There is the Sanyo Xacti that runs for about $370. Thats great quality for the price.
