    Why wont the water come out of the shut off valve. The valve is brand new. The valve is also wide open. We thought there might be some rust in the old pipes. So we shut the water to the house off, left the stop valve open (for the toilet only) & drained & closed all other faucets. To see if when we turned it back on if the water pressure would knock the crap out of the line. NOPE some water came out then it stopped again!!
